purpose:	Loads another layout from the specified subfolder of “Anlagen”.
notes:	Argument is the path (if needed) inside the folder “Anlagen” and the file name including the .anl3 suffix. Separating character between folder and file name is a double backslash. Return value is true if the required layout exists, else false.
